Minutes of Meeting
Tuesday, April 26, 2016

Members Present: Richard DeBold, Tom Jameson, Jodi Pinard Town Administrator, and Administrative Assistant Kristy McIntosh

Others Present: Chief Quimby, Matt Cole, Ed Millette, Cpl. Wright, Officer Arnone, Michelle Haftman, Craig McIntosh, Tom Houle, Lucille Noel, Donna Chagnon, and other members of the public.

Call to Order Mr. DeBold called the meeting to order at 6:30pm

Cpl. Wright introduced one of the new officers Philip Arnone.  Philip will be attending the academy starting May 2nd.

Library-

May 7th there will be a clutter control workshop located at the Grange Hall.

Ms. Noel reported that Dig Safe came out and marked off spots for construction. They will be starting in just over a week.  

The upstairs of the Library will be offered to groups with mobility issues during construction.  

Police Department-

Mr. Martell reported that everything was going well in Chief Clarke’s absence.  

Fire-

Chief Quimby stated that there have been lots of high fire danger days.  Multiple fires recently. There was a seven alarm brush fire in Hooksett, a large barn fire in Deerfield and Chichester had a brushfire on Bailey Rd.

Mr. Millette stated that they will be having the Fire Departments annual Mother’s Day breakfast on May 8th.

Building Inspector-

Mr. Cole reported that there has been lots of renovations with $356,000 added in accessed value.
He added that there were several new houses being built and lots of big remodels.  There is also one commercial property going up on Horse Corner Rd. for J+T wood grinding.

Forestry-

Mr. Stock came back from Pennsylvania today and picked up the fire departments new hose.  

Mr. Stock stated that he is currently not issuing any new fire permits.  

Other business-

Mrs. Pinard stated that there was a mistake while appointing the BCBP representative.  Norm Larochelle had been previously appointed for a two year term. Recently the board also appointed Dennis call and that needs to be fixed.

Mr. DeBold makes a motion to rescind Dennis Call as BCBP representative. Mr. Jameson seconds the motion.  Motion passes.

Mr. DeBold makes a motion to appoint Dennis Call as an alternate representative.  Mr. Jameson seconds it.  Motion passes.

CYA agreement-

Mrs. Pinard stated that she had drafted a CYA agreement.  Mr. Jameson will take it to the next Parks and Recreation meeting to be reviewed. The agreement states that the Town will be responsible for electrical costs and the CYA will be responsible for the two porta potty costs.   

Mrs. Pinard stated that she will be scheduling an inspection of the playground by Primex when the new equipment is in.

Survey-

There was discussion of whether or not the deadline of the survey should be extended.  Ms. McIntosh will bring it up to the Planning Board at their next meeting.   

Public Input-

Mr. McIntosh stated that the log cabin at Carpenter Field should be moved soon.  Mr. McIntosh is waiting for the ok to move it and does not believe that it’s an oversized load.  

Nate Bronnenberg and Bernie Reinhardt did cleanup of the brush at Town Hall over the weekend.  Everyone wanted to say a big thank you and it looked great.

Mr. Houle wanted to bring up that there was a meeting for the Planning Board scheduled and only himself, Mr. McIntosh and Ms. McIntosh showed up.  Ms. McIntosh stated that Mr. Brehm and Mr. Cole both did let her know in advance but the others were no show no call.  Mr. Houle was very upset and felt it made the town looked bad and unprofessional that we didn't have a quorum.

A motion was made by Mr. DeBold and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (c). DeBold Aye, Jameson Aye. Motion Passes.

A motion was made by Mr. DeBold and seconded by Mr. Jameson to exit non-public session DeBold Aye, Jameson Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jameson to seal the non-public meeting minutes indefinitely. DeBold Aye, Jameson Aye. Motion Passes

A motion was made by Mr. DeBold and seconded by Mr. Jameson to enter into non-public session under RSA 91-A: 3 II (c). DeBold Aye, Jameson Aye. Motion Passes.

A motion was made by Mr. DeBold and seconded by Mr. Jameson to seal the non-public meeting minutes indefinitely. DeBold Aye, Jameson Aye. Motion Passes

Adjournment
Being no further discussion, a motion was made by Mr. DeBold and seconded by Mr. Jameson to adjourn the meeting at 7:45pm. Motion passes
